ANTHROPOLOGY CONSULTANT
Burung Indonesia was established on 15 July 2002, as an independent
Indonesian non-government organization, after working for 10 years as the
program office of BirdLife International in Indonesia. Burung Indonesia
provides opportunities for the public to take practical action to conserve
birds and their habitats in Indonesia.
Background:
Burung Indonesia and the Aketajawe Lolobata National Park (ALNP) Agency,
with support from GEF MSP/World Bank are currently conducting a project
Partnership FOR Conservation Management of The Aketajawe Lolobata National
Park, Halmahera Island, North Maluku Province. The primary objective of this
project is to secure the forests within the national park area by curbing
the pressure from logging in the surrounding areas and to find a solution
for local management issues that stakeholders will find acceptable. A key
stakeholder for ALNP is the Tobelo Dalam community, the indigenous community
of Halmahera that leads a semi-nomadic live in the forest including around
and inside the ALNP area. This project will conduct field research and
adaptive management that will be focused specifically on understanding the
needs of the Tobelo Dalam community and ensuring that they will be
protected. The Anthropologist Consultant will work to perform the research
in question.
Job description:
To conduct a study on the living aspects of the Tobelo Dalam community group
in and around the ALNP area and to identify any commonality and potential
conflict between the national park and the Tobelo Dalam community’s use of
natural resources. Furthermore, the anthropologist consultant will also
create indicators for measuring the impact of the national park’s presence
on their traditional lifestyle. Another task is to design a guide that will
be used to build communication with this group and a strategy to promote
their participation in ALNP area management.
Primary Tasks:
1. To collect data on the groups and individuals in the Tobelo Dalam
community around/in the ALNP that will be affected by the national park,
2. To consult about and identify the issues faced by the settled and
semi-nomadic Tobelo Dalam community in/around national park,
3. To identify key resources and livelihood issues and to map the areal
(spatial) interest at the national park for the livelihood of the Tobelo
Dalam group,
4. To conduct a study on the largely unknown Tobelo Dalam community
group in the Aketajawe block,
5. To complete the information on the leadership structure in the
Tobelo Dalam community and to make recommendations for its strengthening,
6. To create a guide on the most appropriate consultation method for
the Tobelo Dalam community in the context of building an agreement on the
National Park,
7. To create indicators for measuring the positive and negative impact
of the project and national park on the Tobelo Dalam people’s lives. These
indicators will then be monitored by an approved independent institution
(local non-government organization),
8. To create a protocol or guide for regular meetings and consultation
with the Tobelo Dalam community groups that will enable the project and
especially the national park to collect information and measure their
reaction to the program.
Output:
1. Data on the number of groups/individuals of the Tobelo Dalam people
around the national park.
2. Areal map of each group’s distribution (supported by the GIS and
Mapping Officer),
3. Areal use map in the ALNP area by the Tobelo Dalam groups to perform
their livelihood activities (supported by the GIS and Mapping Officer),
4. Data on practical issues with conflict potential between the
national park management norms in Indonesia and the Tobelo Dalam community’s
activities (such as farming, hunting, and animal/bird catching),
5. Data on the issues faced by the Tobelo Dalam people,
6. Documents containing indicators for measuring the positive and
negative impact of the project and national park on the Tobelo Dalam
people’s lives, including a guide for their evaluation,
7. Protocol or guideline for regular meetings and consultation with the
Tobelo Dalam community group,
8. Comprehensive report on the research result as a whole,
9. Photographs from the research documentation.
Time Frame:
The Anthropologist Consultant will work for six (6) months from October 2008
to March 2009.

Requirements:
1. Has a Master or Ph.D. degree in Anthropology
2. Has at least five (5) years’ experience in Anthropological studies
of forest indigenous people
3. Understands the aspects of national park management in Indonesia
4. Is enthusiastic to work in Halmahera and adapts quickly to limited
conditions
Facilities:
Burung Indonesia will bear the cost of travel, accommodation and research
implementation with reference to the prevailing conditions in Burung
Indonesia.
