Senior Economist and Research Analyst or TARGET MDGsI. Background
The Millennium Development Goals (MDGs) represent quantifiable global
development goals that directly affect the lives of millions of people
around the world, particularly those who are still living a life of
deprivations. These goals embody hope for people who, until now, have been
excluded from the benefits of development. They are also a symbol of
commitment by the international community to work together in making extreme
poverty history. Indonesia along with more than 188 countries has committed
itself to achieving the MDGs at the national level by 2015.
Each of these goals contain targets that provide a benchmark for reviewing
progress. The 2007 MDG Report was the latest progress report on the status
of MDGs in Indonesia. It highlighted that Indonesia has made steady progress
towards the achievement of these goals. At the national level, some of these
targets may even be met before 2015. However, progress across the country is
not uniform. There are a number of provinces and districts, particularly in
the eastern part of the archipelago that are lagging behind and face
challenges reaching these targets. The report underlines poverty, maternal
mortality, child malnutrition, environment, spread of HIV/AIDs, and access
to potable water as key areas where progress is urgently needed.
The Government of Indonesia is already undertaking a number of efforts to
mobilize action in support of MDGs in the country. To further consolidate
these efforts, provide coherence, and develop a shared vision among all the
actors, the National Planning Agency (BAPPENAS) is taking the lead in the
preparation of an MDG Road Map for Indonesia.
The MDG Roadmap will provide concrete policies, strategies, timeframe, and
resources needed for achieving the MDGs in the country. Specifically, the
roadmap exercise will involve:
1. Identification of key development sectors/areas where progress is lagging
at the national level, and/or in districts and provinces. Highlight
constraints that are undermining progress and propose strategies of
accelerating progress. It is expected that these strategies will become part
of sectoral policies that ministries and local governments can incorporate
in their medium term development plans (RPJM and RPJMDs) and annual action
plans.
2. As needed, supplementary costing exercises for specific sectors taking
into account previous attempts of estimating financial resources needed for
achieving the MDGs. The costing will be done in the context of national and
sub-national budgeting, with an emphasis on identifying gaps in resource
allocations.
SENIOR ECONOMIST
II. Purpose of this position
The Senior Economist will be responsible for analysis of economic and
statistical data to cost MDGs targets on poverty taking into account private
and public investments. The MDG costing for poverty reduction will be a
substantive analytical input for the MDG Roadmap.
III. Duties and Responsibilities
Reporting to the Director for Poverty Reduction in BAPPENAS, the Senior
Economist will:
• Review international models for costing MDG target on poverty reduction;
and accordingly identify and recommend the most suitable model for Indonesia
taking into account data availability and time constraints;
• Carry out an in-dept analysis using the above model to provide multiple
scenarios, specifically looking at investment levels (private and public),
for achieving the poverty reduction targets before 2015;
• Help disseminate preliminary results from the study with relevant
stakeholders and experts;
• Based on above, draft a high quality analytical paper of 8-10 pages
(excluding technical annexes)
IV. Recruitment Qualifications
• Minimum Master’s, PhD preferred in Economics;
• Minimum 10 years of relevant experience;
• Proven experience in conducting policy analysis and research with a
particular focus on quantitative macroeconomics, and poverty reduction.
• Strong analytical and conceptual skills and ability to draft policy
briefs;
• Familiar with Indonesia’s development landscape, understanding of
macroeconomic models, poverty, Human Development, and MDGs;
• Experience in the usage of computers and office software packages and in
handling of web-based management system;
• Fluency in written and spoken English and Indonesian is essential.
RESEARCH ANALYSTII. Purpose of this position
The Research Analyst will be responsible for undertaking research on
socio-economic topics and policy analysis to provide substantive analytical
inputs for the MDG Roadmap.
III. Duties and Responsibilities
Reporting to the National Programme Coordinator of TARGET MDGs Project in
Jakarta, the Research Analyst will:
• Identify research topics for analysis, and prepare technical background
papers on these through desk research to highlight strategic issues related
to achievement of MDGs;
• Keep up to date with government policy decisions, and accordingly prepare
short briefs, and analytical pieces needed in the preparation of the MDG
roadmap;
• For those topics that need in-dept research or gathering of field data,
prepare terms of reference (ToR) for procurement of technical services
through individual consultants, NGOs, or consulting firms;
• Monitor delivery of technical services, and help to share lessons learned
with relevant stakeholders. As part of this, establish a mechanism for
knowledge sharing with technical teams in BAPPENAS;
• Identify and establish close relations with national and international
networks to draw on their technical expertise and to seek their inputs in
the MDG roadmap; furthermore promote collaboration among stakeholders;
• In coordination with the National Programme Coordinator and the Technical
Advisor, establish quarterly work plans in line with agreed budgets, and
write periodic reports and updates on progress achieved;
IV. Recruitment Qualifications
• Minimum Master’s Degree or equivalent in Economics, Social Sciences or
related field;
• Minimum 5 years of relevant experience as a researcher;
• Proven experience conducting socio-economic and policy research with a
particular focus on poverty, macroeconomics, and agriculture.
• Strong analytical and conceptual skills and ability to draft policy
briefs;
• Familiar with Indonesia’s development landscape, understanding of
macroeconomic models, poverty, Human Development, and MDGs;
• Experience in the usage of computers and office software packages and in
handling of web-based management system;
• Fluency in written and spoken English and Indonesian is essential.
