Save the Children is a leading nonprofit humanitarian relief and development organization working in more than 127 countries throughout the world. Our mission is to create lasting, positive change in the lives of children in need. Currently Save the Children has an immediate need for a partner in completing Development and Implementation of stakeholder Opinion Survey for Aceh Program.
Consultant (Organization or Group)
1. Objectives of the consultancy:
The overall objective of the consultancy is to develop and implement a survey of stakeholders’ general opinion on Save the Children in Aceh. The particular areas of interest in this survey are: the stakeholders’ knowledge of the achievements of Save the Children’s Aceh program, their assessment of the program’s strength and weaknesses as well as the perceptions of the quality of services delivered by Save the Children in its programmatic sectors and target geographic areas. Save the Children is also interested to learn what are the stakeholders’ visions of Save the Children’s engagement in the development of Aceh after the end of Tsunami funding.
Specific Objectives are as follows:
a) To identify key informants;
b) Develop survey framework / plan, information collection and processing tools;
c) Interview the key informants;
d) Summarize the collected information in a survey report;
The output of the consultancy will be utilized to inform formulation of the Aceh Program strategy for 2009-2013. It is also expected that Save the Children will use the survey results to feed the development of Aceh Program’s Public Relations approaches/plan for the transition period. In addition, the survey results can be used as a baseline for the future Public Relations work by the Aceh Program.
2. Activities:
General activities to be undertaken by the consultancy will include:
A. In conjunction with Save the Children staff, identifying key stakeholders of the SC Aceh Program in:
· The provincial and district/townlevel representative and executive government bodies;
· Save the Children’s local level governmental counterpart institutions;
· Key international donors present in Aceh;
· Larger international or national NGOs operating in the province;
· The province or district level NGOs.
· Larger non-sectarian and non-partisan public unions / alliances;
· Representatives of communities targeted by Save the Children programs;
B. Identifying key informants among the stakeholders above within a predefined sample size of 75 individuals.
C. Developing a detailed implementation framework / plan for the survey and a questionnaire to collect qualitative data from the informants. Briefing designated Save the Children staff on the above.
D. Undertaking face to face interviews with the informants.
E. Summarizing the data using “summary matrix” method.
F. Compiling a report describing the methodology, the process and the findings, with the summary matrices and specific quotes incorporated in the findings section of the report.
G. Final debriefing with Save the Children staff to present the survey report.
3. Specific Outputs:
It is expected that the consultancy will produce a high quality, survey report (in English language) that adequately covers all those areas stipulated in the objectives laid out above.
4. Timeframe:
It is anticipated that this consultancy will commence on 04 June ’08 and end on 01 July ‘08, and require no more than 35 person/days. The indicative time allocation (including travel to/from Save the Children operational areas) is as follows:

5. Logistical Support
Save the Children Aceh Program staff will provide direct assistance to the consultancy with the Senior Program Quality Specialist being the point person for all of these arrangements. The Aceh program will avail the following support during the consultancy:
· Accommodation in guesthouses both in Banda Aceh, Pidie, Bireuen, Simeulue and Lhokseumawe. It should be noted that lodging facilities at district level are adequate, however will not be available for more than 2 consultants at a time.
· Provision of all transport arrangements to and from Save the Children offices and all necessary meetings. Airplane tickets for the trip to Simeulue will be also provided by Save the Children.
· Limited office space in Banda Aceh and the district offices. The consultants are encouraged to bring their own laptop computers.
6. Required competencies:
The contract will be awarded to a group of associated consultants (from 2 to 4) with demonstrated experience in conducting limited scale public opinion surveys for NGOs and/or private sector companies operating in Indonesia.
7. Submission of applications:
The following documents (in English language) should be submitted to Save the Children by interested applicants:
a. An application letter (no more than 2 pages) with a principal description of methodology to be used, the calendar of tasks within time limits specified above, and daily rate for each consultant;
b. CVs of consultants involved (no more than four CVs in one application); Each CV should contain from two to three names / contact details of referees.
